Educational Facilities
The CCD Alliance team have been involved in the security of educational facilities ever since security became an issue in such facilities.  The teams experience is both national and international, with specific experience in universities being constructed in a central city area.


University of Western Australia*

Kerran was responsible for the initial campus wide security solution to be implemented at UWA.  When  CCD Australia were engaged to look at the security of UWA as there was a number of departmental buildings that had basic security solutions in place. There was no campus wide technology that enabled monitoring of the individual departmental buildings, only advice from various monitoring companies to the university security guards that there was an issue in a departmental building when in alarm.
The overall solution as developed by CCD Australia under Kerrans direction included:
· The design for a new global security solution that would manage and monitor all buildings on the campus. 
This included:
· A new central monitoring centre to manage the security of all buildings across the campus. 
    Note: Not all buildings at that time incorporated security solutions;
· A communications network that was extended across the campus to enable monitoring of any of the campus buildings;
· New interfaces to connect all of the existing buildings complete with technology across the site to the central monitoring
   centre;
· An audit of all existing facilities without security solutions across the site, with a prioritisations of these to identify
   vulnerable facilities; and
· The preparation of a comprehensive risk management process, planning, physical and technology guidelines for the
   implementation of security implementation to existing buildings across the campus.
· Comprehensive risk management, planning, physical and technology guidelines for the implementation of security
    solutions in all new buildings or major upgraded departmental buildings across the campus.
· A new security management plan for the security guard force on the site. 

The project was ongoing for well over a decade until all buildings on site had appropriate security solutions in place and all were networked back to a central monitoring centre.   


John XXIII College Perth*
Kerran and Arthur were intimately involved in the development of a new security solution that was overlayed on
the recently developed John XXIII College.

Kerran was the Electrical Engineer for the initial design, however at the time of the original development, security in educational facilities was rudimentary and minimal.  As the assets and the technology of the facility developed over time and there was a demonstrated requirement to provide a solution that was commensurate with the increased risks. 

A thorough risk assessment was undertaken and a new security solution developed that included all physical security, locking solutions and a new security and CCTV technology overlay that utilised J23s advanced communications technology already in place.

The new security solution was implemented on a prioritisation basis.  Arthur at that time was responsible for the implementation of a number of advanced features of the systems and maintained a role in the monitoring of the JXXIII security solutions.


Singapore Management University*
Joe was involved throughout the complete design and procurement stage of the new SMU City Campus, located in the heart of Singapore, atop the new Bras Basah MRT station. Consisting of five major buildings spread across several streets, the 120,000 sqm facility is also linked to the public MRT underground rail system and includes an underground concourse linking four of the five buildings. This open public thoroughfare posed many security challenges which were worked through with the Client to provide the most innovative solutions using the latest in security management technologies, physical security and management practices.

The SMU is one of the most advanced campuses of its type in the Asian Region.  The central city location was chosen to take advantage of the type of management courses offered, capitalise on the proximity of Singapore’s diligent working population, and drive to maximise their opportunities through advanced education. 
  
As part of the SKM team, Joe managed the project whilst residing in Singapore and worked in close liaison with the two appointed architectural teams and their consultants in planning the building's security to ensure the levels of applied security are maintained at all times. The security system effectively separated public from semi-public, staff, students and administration areas throughout the open city campus design.

Joe was also involved with the initial planning and security design for the new Woodlands Polytechnic Campus in Singapore, before he returned to Australia after setting up the local office for CCD-Australia in Singapore during (2001 to 2003).


Singapore University of Technology and Design*
Joe was involved with the initial Security TVRA and Concept Planning for the new Singapore University of Technology and Design. The campus was planned to operate 24/7, offering a safe and secure place to learn. Using a non-linear network of pathways, overhead connections and open spaces to link the campus centre with the four individual pillars presented many security challenges to manage all students, staff, services contractors and visitors to the campus.

Joe's involvement set the baseline security design based on the approved TVRA outcomes that supported the applied physical, electronic and managerial security, as proposed to operate the campus security in an effective but transparent manner at all times, without imposing  serious restrictions to legitimate campus users. The solution covered the entire campus including the open grounds, basement car park  and interface to the adjacent public Mass Rapid Transport link servicing the majority of campus users.
